Energy Deregulation in New York and California

The decision to deregulate is under fire in California. That state has seen not only increasing rates but also blackouts which have caused Governor Gray Davis to step in and urge the California Public Utilities Commission to adjust its rates. This chaos in California is being closely watched by other states that are also experimenting with the deregulation of the electric industry.
