Aviation authorities have moved to decrease risk in all areas, not only those appearing to be directly related to political pressures and the threat of terrorism. As hazardous materials are moved from one place to another and as manufacturing continues the trend of moving offshore, the movement of specific items becomes more frequent and therefore more open to accidents and transport-related problems. The current approach is to accept questionable items until it becomes apparent that these items should be transported by other means. The paper recommends that the government continue in this vein.
